Opportunity Information: Apply for SFOP0008441

The FY 2022 Study of the U.S. Institutes (SUSIs) for Young Women Leaders is a U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) grant opportunity that funds the design and delivery of a five-week exchange program for international undergraduate women. Run through ECA's Office of Academic Exchange Programs, Study of the U.S. Branch (ECA/A/E/USS), the program is meant to deepen participants' understanding of U.S. society, culture, values, and institutions while also strengthening their leadership skills. The Institutes are planned to operate concurrently for five weeks beginning no earlier than June 15, 2022, contingent on the availability of FY 2022 funds.

The project structure calls for four separate Institutes running at the same time, each hosting a cohort of 20 foreign undergraduate women, for a total of 80 participants. Each Institute is expected to center on one of four themes: Civic Engagement, Economic Empowerment, Environmental Issues, and Public Policy. While the thematic focus differs by Institute, the overall design requirements are consistent: participants should receive a combination of academic instruction, hands-on leadership development, community-based learning, and sustained exposure to a wide range of American perspectives through speakers and peer interaction.

In terms of program design, each Institute should last five weeks and include two core components. First is an academic residency of roughly four weeks hosted on a U.S. college or university campus, built around academic coursework and structured co-curricular programming. During the residency, the program should include weekly community service activities and weekly leadership development sessions, along with intentional opportunities to engage with diverse American speakers and students. Second is an integrated educational study tour of about one week in a different region of the United States, designed to complement and reinforce what participants are learning during the campus-based portion by exposing them to additional institutions, communities, and regional perspectives.

Beyond the four Institutes themselves, the announcement also anticipates a convening event that brings participants together across all four programs. The convening is intended to support networking, cross-cohort relationship building, and shared exploration of the four themes. The opportunity further emphasizes follow-on engagement after participants return home, meaning applicants should plan for ways participants can stay connected, continue learning, and apply their leadership training in their home communities, typically through alumni-style activities or other structured post-program touchpoints.

Eligible applicants include accredited U.S. post-secondary education institutions (including community colleges and public or private universities) as well as U.S. nonprofit organizations with 501(c)(3) status. The award instrument is a cooperative agreement, indicating that the Department of State expects to remain actively involved in the project during implementation rather than simply issuing funds and stepping back. The opportunity is listed under CFDA 19.009. The posted award ceiling is $1,400,000, with an expectation of making one award. The funding opportunity number is SFOP0008441. The announcement was created on November 15, 2021, and the original application closing date was January 13, 2022.
